One way to disable the menu could be to use the non-graphical login.
However, I think the Ctrl+Alt+Del will still reboot at that prompt. I'm also
pretty sure you can disable the three finger salute in the /etc/inittab
file.

With that, I've been searching my system to see where it's at. I'd like
to remove the ability to halt/reboot from that dialog. It offers no
protection from anyone doing that. Can someone point me in the right dir?
