KDE 3 menu frustrations

Looked all thru the KDE control center and can't find how to:

* Make the "Penguin" (err, "Windows") key pop up the "Start" menu
from the "K" position (lower-left) instead of wherever the mouse
cursor happens to be.

* Restore keyboard shortcuts on the "Start" menu. (On KDE 2, I could
hit "Windows / M / S / X" for Multimedia, Sound, XMMS... but all the
underlined shortcuts are gone now?)

Any suggestions?
