Give 'em bluefish. The only thing that makes less maintainable html than
frontpage is m$ office apps.

They're currently using "Edit Revolution 2 (
www.snowblind.net)", which
appears to be 'the' HTML editor for DOS. Whereas Frontpage is the HTML
editor for DoS ;-).
Also whatever the webmaster uses on her computer is her problem. Upload via
ftp over ssl, ssh, sftp or webdav.
