cox/webserver problem

I have a dhcp connection from cox. I am trying to set up a web server...
I know that dns is getting resolved because when I do a http://createv.com
without the www or just put in the ip address I get back a message with the
server name in it.

BUT...

I also get a message that the web site cannot be found... has anyone else had
this type of problem with cox?

... Is the problem my apache configuration or is it cox?... or both?
