Actually, you're referring to MS Tool Tips.
If they work in Moz you'd most likely have to use the proper HTML attribute
which is "Title"
eg.
<img src="foo.jpg" alt="This is a picture of Foo!" title="This is a picture
of Foo!" height= width= etc, etc. />
