Desktop inactive.

This is interesting. Can anyone fix it?

When I load RedHat 7.3 everything is fine. However, if I open a program and
while it is loading open the dialer the tiny icon near the pointer
representing the first program becomes a permanent icon (until I close the
dialer program). Further, all of the other icons on the desktop become
inactive (until I close the dialer program).

Is this strange or what?
