tcpwrappers

I didn't know you could stop apache traffic with hosts.deny! I have always
used the ip acls
in the <Dir></Dir> statements. Before that I used the access.conf file. I
guess that because
those controls existed I assumed that tcp wrappers didn't work. I'll have to
play with that,
