The advantage of the twiki is that it has email notification built in.
PhpWiki can send an email to notify when a change has been made, but you have to enable it manually.

Would someone be willing to host a wikiwiki for this project? It can
capture ideas and provide a rudimentary structure. Many versions can also
email each posting to registered members so you don't have to constantly
check the wiki for a new entry.
