I've done this on Linux recently and can help you if you need to figure
it out.
Kino is quite adequate for DV capture and simple editing (cuts, not
much more). Then there are a bunch of command line tools which together
allow you to encode MPEG video, audio, interleave, make a VCD image, and
burn it to the disc.
I hope it gets easier, but it is certainly possible now.
