You are both right and wrong. Debian Potato which is currently called
'stable' is very stale. Debian Woody which is currently called
'testing' is very current. In fact, its frozen to be moved to stable
real soon now(tm).
The biggest item is that Debian is not like other distributions in how
works on upgrade. Upgrading from Potato to Woody is literally as easy as
chaning a few lines in a config file. (actually a few words) then doing
apt-get update; apt-get dist-upgrade
