cvs problem

I'm trying to check out the film version of the GIMP (directions at http://film.gimp.org/install_compile.html), and I get only as far as cvs checkout. Then I get the following error message:

cvs.gnome.org: Connection refused

Could someone tell me what blazingly obvious step I am missing?
