X and FreeBSD 4.6

I am having a problem with X and FreeBSD 4.6. It works fine as root but
when I am any other user it has a fatal error.

I get the following error when I run the command startx.
Fatal server error:
xf86OpenConsole: Server must be suid root

In the log, it gives the following warning before the error.
(WW) checkDevMem: failed to open /dev/mem (Permission denied)
        linear framebuffer access unavailable

I am running version 4 of X with Gnome 1.4 and Sawfish.
