Konqueror not only needs it, but it has it. Unfortunately, this feature
only exists in CVS, but it is slated for 3.1.

PS: Last time I checked, you could right-click and add a new tab for that
link, or you could add one in the "Window" menu, but it did not
automatically open new windows tabbed. This feature will be there, and
possibly is, by now.
