There's not much you can do. In my experience, the poorer the country,
the less they care about anything you have to say. If you offer them
some good ol' US greenbacks, they might change their tune. Why do you
think the bulk of the spam comes from China and Taiwan? Because they
don't care about netiquet - they want the cash.
