Most older CDROM drives have difficulties with CDR discs.
If it's an old CDROM drive that's giving you the problem - generally a 4x
or lower drive - trade it out for a newer model and see whether that
helps.

p.s., Would y'all say it's an accepted protocol to use "disc" for optical
media (CDs, WORMs, laserdiscs) and "disk" for magnetic media (floppy
disks, hard disks)?
