I saw an awesome paper, but I cannot find the URL now. Here's what
I found that may help.
Interesting LUG email:

Linux-Windows%20Comparative%20Analysis%20May%202000%20RC3.2.pdf
Problem with this study, in the TCO arena, is that they approach it
from "You have to learn Windows" or "You have to learn Linux" (see
page 25). In reality, the company will hire people that know their
job.
Page 27, fortunately addresses downtime. My own study (Master's
Thesis on TCO of Workgroup Servers -
http://georgetoft.com/thesis/results)
covered downtime extensively, and corroborates this study.
This paper does not address downtime:
http://www.cyber.com.au/cyber/about/linux_vs_windows_tco_comparison.pdf
Microsoft says downtime is a small percentage of the TCO, but, it would
appear that other research is contradicting them (including my own).
Sorry I couldn't find the one I was looking for.
