Pop access should be no different than authenticating against any other pop
server. You're using pop.west.cox.net(residential)? Smtp is the same (no
auth on residential, just checks source ip), unless you are using business
services which is a slightly different bag. It requires pop-before-smtp
auth for smtp.coxmail.com (or your ip added to acl's). What are the exact
errors you are getting? Have you tried telnetting to the server to confirm
the account is good?

I am running Mandrake 8.1 and non-upgraded kmail. I have recently got Cox
cable modem service and cannot get kmail to authenticate with the cox
servers. Anyone had this issue or know how to fix it?
