no telnet localhost, ok elsewhere

Of course, but that's not the point. I'm working on a
project designing, writing, and reviewing some online
Linux courseware, and am looking at a lab that teaches
students how to configure telnet. I just stumbled
across the problem, and am trying to figure out why.
