Yes they give static IPs, for an extra $14.95/month. They do allow servers, but
only on the Business version of their DSL which is the only way to avoid MSN
from them. Try someplace like FastQ (
www.fastq.com). Before you do any of
that, call qwest to see if they can even connect the line to you.
