openbsd 3.0 and vpn

Anyone have any experience with OpenBSD 3.0 and
IPSec? I have run into some strange behaviour as it pertains
to 'pf' and a filter right out of their man page.

If anyone doesn't mind, I like to post it, as this is driving me
nuts, and a couple folks have told me it is abug in their software.
