They trust Faxes more then e-mail, then they open
their computers to IIS? They are tight with a buck,
but plunge deeper into Microsoft?

Go down with this ship if you wish. But recognize
that there are people in charge who do not trust
the judgement of those doing their work, over
their own ill-informed impressions.

The cost of doing things wrong, as you are
discovering, is excessive and unbearable.
Failure is a foregone conclusion.

There are plenty of challenges out there.
Why waste your time on artificial roadblocks
raised by ignorant, paranoid bureaucrats?
As a volunteer?

Obviously this won't be something you will
be able to put on your resume, because any
prospective employer would have to ask these
same questions.

Run away.
