support for voice-response systems?

Does anybody know what is needed to support a fairly simple voice-response
system using a standard voice-modem?

Dialogic sells expensive cards that have modems and embedded CPUs on them.
It seems a vanilla voice-modem card would suffice, with a little
state-machine programming.
