If he is talking specifically about KDE application startup time, then there 
will be a huge difference depending on which environment he uses.  We tried 
to minimize startup speed for most KDE apps by using a "loader" of sorts that 
caches most of the major libraries.  If you are using KDE, then this loader 
(kdeinit) is already running.  If you are using gnome (or anything else), 
then the first time you start a KDE app, it will first load kdeinit.  This 
takes some time.
