I used this recently. It tracks files to see if they've changed instead of
just presuming that copying is the right thing.
It can work over rsync, ssh or ( boo, hiss ) rsh. It might work over ftp as
well.
It has gui and command line versions. I used the gui version because the
command line version wasn't working. Can't remember if the borken one was on
debian or rh.
