apache 1.3.12

running into a strange error when restarting httpd. it resumes normal
operation but returns this:

Session terminated, killing shell...[Mon Jul 9 11:59:11 2001] [notice]
Apache/1.3.12 (Unix) (Red Hat/Linux) mod_ssl/2.6.6 OpenSSL/0.9.5a
PHP/4.0.3pl1 mod_perl/1.24 configured -- resuming normal operations
bash: /root/.bashrc: Permission denied
...killed.

has anyone ever seen this?
