I run httpd, sshd(more or less :) ), zope and others on my machine, and I
have a cox@home <
mailto:cox@home> account. I've had no problems whatsoever
with cox.

friend of mine has services running on his box with cox. this includes a
mail server. so it can be done. but don't know anything about the dial up
part.
