Actually, I think there was an interim version which could handle
either one. I used it briefly on my RH6.2 box just prior to upgrading
to RH7.
Also, have you tried "rpm --rebuilddb". (I don't really think this
is the silver bullet that some people think it is, but if your system
is already hosed, running --rebuilddb won't hurt.)
