From what I've heard I'd not really call that functioning. Cleardata pipe
is no more, so those who'd been converted off a purchased ISP lost their
connections. The ISPs that cleardata had purchased are down to a skeleton
crew. In the cases I've heard of they don't have the full skeleton, rather
maybe just a bone or two. I consider that on the air until something
breaks.
