Error Message with JServ and Apache

I have Apache 1.3.9-4 running, and I am trying to install Apache Jserv
1.1.2-1, and I get the following error when I try to restart Apache:

Syntax error on line 133 of /etc/httpd/conf/httpd.conf: API module structure
'jserv_module' in file /etc/httpd/modules/mod_jserv.so is garbled - perhaps
this is not an Apache module DSO?

I have downloaded the ApacheJserv rpm twice from different sites, and always
the same error. Any ideas on how I can get it running?
