can't su as user

Sudo is nothing that exiting. It's been around for a long time if I am
thinking of the right program. I use to use it on a old box that I ran with
a friend. I think it's purpose is, that you can give people rights to
programs that root runs, without giving them the root password. I could be
totally wrong too, so if I am, please correct me.
