Craig,

What is your customers budget? I know you mentioned that Frame may be too
expensive but keep in mind that you will only have to purchase bandwidth on
one end. The other end will only require a frame local loop. Not sure if
that makes sense to you or not. If it doesn't give me a call and I'll
explain it and give you pricing if need be.
