No, if that were the case it would not have tried to read the floppy
indefinitely.

I've got DOS installed now. Once I was able to boot with an MS
DOS disk (as opposed to the special IBM diagnostics disk with the
free fdisk.exe on it), I was able to use the MS fdisk /mbr to restore
it to normal. No more boot menu.
