Sure it will.

M-x shell        - start a shell
C-x 2            - split vertically
C-x 3            - split horizontally

The one fly in the ointment is that I'm not sure how good its terminal
emulation is. (I.e, I don't know whether you'll be able to run
vi in one of your shell windows within emacs.)
