I'm betting that you mean that you are changing inetd.conf rather than
init.conf.
What you need to do is make sure you are running inet, try:
/etc/rc.d/init.d/inet start
and then try telnetting to port 110. If that works, add the appropriate
entry to your run level so that it starts every time.
