Like most software, the teergrube is configurable. Basically,
you designate IP addresses as "known spammers" or "my buddies".
Any other IP address is "default." You then invent your own
rules like:

Class            Teergrube Delay (seconds)
My Buddies       0
Known Spammers   Infinity + 1
Default          30


Of course, you could configure "Default" as 15s, 30s, 60s, 90s,
300s, or apparently in JLF's case, 4,500s. I was using 30 seconds
as an example of how a "reasonable" person might configure his
teergrube. ;) It appears that the BOFH factor is +4,470 seconds.
