web based email

I'm looking for a program that will do web based email Hotmail style. In
other words, no messing with pop accounts for the end users. Is there a
program that does this that is Open Source? I'm asking because I need the
program to do web based email en español and if it's open source, I could go
ahead a translate it myself.
