Shutdown and restart issues with Ubuntu 18.04

When I run shutdown -h now or click on the power off button, all I get is
the purple ubuntu screen with the rolling lights underneath the ubuntu
logo. And the machine never shuts down. Same with reset.

Suggestions on where to look for the problem?
