My first thought is, wouldn't you be able to tell if they are used 
because there is something in them.

Anyway, you can use the comments and then turn them off so they don't 
show.  View -> Comments

Does that unclutter the page?

The other thing you can do is setup your labels in openoffice draw and 
put all your comments on a separate layer set to not print.  Then you 
can format them however you want.
