That sounds to me like these people have their cell phones defaulting
to the 602 area code when a 7 digit number is dialed, meaning the
phone automatically adds the 602 to make it a 10-digit number.

So when they dial 555-1234 instead of calling Joe's Pizza @ 480 it is
calling You @ 602.
