qmail and plesk and many in queue but not yet preprocessed

You need to identify why the box is running with a load average of 3 (3.00 or more?).  For a single CPU box, 3.00 is pretty high.  I found a crude thumbrule (very crude) is a box starts slowing down when load is 0.7 * (number of CPU's).  I try to keep all single CPU servers under 1.00.
   
  Use ps or top to find the memory/CPU pigs.  Use vmstat and iostat to get a better picture of the problem.  psacct and acctg packages will help as well.  I run a qmail mail server that processes 5000-7000 mails per day and it hardly ever runs over 0.10.  (Single 2.8 GHz CPU, 1G RAM, IDE drive.)

Since this is plesk, it is not a DJB-standard system.

It has qmail-send running:

It uses xinetd to to handle smtp connections which then runs:

/var/qmail/bin/tcp-env -R /var/qmail/bin/relaylock \
/var/qmail/bin/qmail-smtpd /var/qmail/bin/smtp_auth /var/qmail/bin/true \
/var/qmail/bin/cmd5checkpw /var/qmail/bin/true

Any suggestions to look at would be appreciated.
