I have not used IPCop with a serial modem so I am just guessing here.

You are correct to aim at the protocol settings since that is what
garbage data usually indicates.  Did you run the 'setup' command on the
IPCop box console?  (ie on the monitor and keyboard connected to the
computer running IPCop)  The settings for the serial port must be there
somewhere.

I'm asking your question in the #ipcop IRC channel.  You could drop in
there too if you know IRC.  Connect to irc.freenode.net and join the
#ipcop channel.

OK.  In the administration GUI, click the Network-->Dialup menu item.
On that screen there is a Connection tab with a drop-down selector for
Interface.  Choose Serial in that box and you should get to the settings
you need.  (This is according to help in the IRC channel)
