Some random comments:
1. Phoenix summers are miserably hot but you get used to them. (I'm from
the Midwest, too!) The winters make suffering through the summers
worthwhile.
2. There are a lot of tech jobs but the big companies have had lots of
layoffs, so there are a lot of tech people out of work.  On the upside,
I hear that Google is planning to come here.  The state is also heavily
into promoting biotechnology.
3. Most tech jobs are on the east side of the metro area (Scottsdale,
Tempe, Mesa, Chandler.)
4. Housing prices are astronomical everywhere but historically a bit
lower on the west side (Glendale, Peoria.)  To be fair, they're a lot
worse on the west coast.
5. I think wages here are lower than on the coasts, but probably higher
than in Wisconsin.  I'm an independent contract programmer, and my rates
have taken a bit of a hit since the tech downturn.
6. Tucson has some high-tech businesses, but I don't know how well it's
doing right now.
