It's called Broadband Basic, just a connection (dynamic) w/no email, 
portal, etc. The 1.5Mb connection costs 28.00/mo with a 9.99 access fee. 
They don't advertise it, you have to ask a customer service rep about it.

It's cheaper than any other connection they offer.
