I suppose this might be true if you're limited to only using WYSIWYG  
tools, but if you're willing to hand-code some HTML you do have total  
control over the templates you download/install.  You can do anything  
from tweaking here and there (like changing colors or fonts) to  
creating your own templates entirely from scratch.

It helps to know a programming language (PHP for the packages you  
mention).  Failing that, though, you really can create templates just  
by knowing HTML and proceeding carefully - ie, check often as you're  
modifying the template to see if you've broken anything.
