Cost for Cox Business connection?

Qwest provides the DSL, not the IP.  In a sense, it's all Qwest anyway. 
 Before I got DSL, I called Cox business for a comparison.  $80 a month 
for static IP and 256 u/d.  Qwest DSL $21 a month, Deru IP $80 a quarter 
for 256k u/d.
