GNUe DCL does much of this and with next version release should do all
of it.  Actually I believe it does everything you say here, except its
not set so a client can only see their 'own' tickets.  (ie: they can see
all the tickets)

Bugzilla is not what you want for what you describe.  You might look at
RT, it is another popular one.  I am DCL biased, but it will be a month
or so before it completely meets your requirements.

It is packaged in debian though and you can apt-get it. :)
