I don't know how helpful this is, but Packages is a *file*.  It apparently 
comes with the rpm tool and is updated to hold the package info (rpm -qi), if 
not more.

I would try (as root) 'rpm --rebuilddb'.  I have never tried this, so don't 
take my advice too seriously. ;-)
