Mandrake 8.2 clock

This sounds like your box thinks that the clock is set to UTC (12-7 = 5 hours)

Take a look at the file:

/etc/sysconfig/clock

The contents should be like the following :

ARC=false
UTC=false
ZONE=America/Phoenix
