I thought communism was where individuals worked as a group for the benefits of
each, socialism is where the government makes decisions for the citizens (at
least theoretically)

In the case of Eastern Europe and the USSR, they never made it to true
communism, but to socialism.

In any case, given human nature, communism is a system that will only work on
the small selective scale (think communes of the 60's and 70's).
