If they are blocking things like web traffic, they might only be blocking
the incoming port 80.  If so, you should be able to just move the web server
onto a different port, say 1999 and then all you would have to do is goto
http://your_ip_or_domain.com:1999/  and that pop up any website you have.

More than likely they arent blocking anything though.  You could probably
get away with just running a web server as long as it never becomes high
traffic.
